STPSO detectives make drug-related arrests (1)

Detectives with the St. Tammany Parish Sheriff’s Narcotics Division and Proactive Enforcement Unit wrapped up three unrelated investigations last week, which resulted in the arrests of five Slidell-area residents on various drug charges.

As part of an ongoing investigation, detectives with the St. Tammany Parish Sheriff’s Narcotics Division seized a parcel package containing 6 pounds of marijuana intended for a Slidell apartment complex on July 23. This led them to 23-year-old Antonio Agnew, who lives in an apartment complex which is known for drug activity and is located directly across the street from Salmen High School in Slidell.

The apartment was occupied by Agnew’s girlfriend, 21-year-old India Jasmine and two children, who were both under the age of 5, when detectives arrived. A search of the apartment led to the discovery and seizure of an additional 6 pounds of marijuana, 26 MDMA tablets (ecstasy), unlawfully possessed promethazine, 2 THC vape pens, an assortment of drug paraphernalia, and $1,673. As a result of these discoveries, Jasmine was placed under arrest and the children were turned over to a family member. Detectives also contacted the Louisiana Department of Children & Family Services regarding the investigation.

Jasmine was booked into the St. Tammany Parish Correctional Center on the following charges:

  • 1 count of L.R.S. 40:966AC Possession with the Intent to Distribute Marijuana, or synthetic cannabinoids (Felony)
  • 1 count of L.R.S. 40:966AC Possession with the Intent to Distribute MDMA (Felony)
  • 1 count of L.R.S. 40:1041 Transactions Involving Proceeds from Drug Offenses (Felony)
  • 1 count of L.R.S. 40:1060.13 Sale, Distribution or Possession of Legend Drug Without Prescription (Misdemeanor)
  • 1 count of L.R.S. 40:1023C Possession of Drug Paraphernalia (Misdemeanor)
  • 2 counts of L.R.S. 14:91.13 Illegal Use of Controlled Dangerous Substances in the Presence of a Minor (Misdemeanor)
  • 1 count of L.R.S. 40:981.3 Violating a Drug Free Zone

Detectives obtained an arrest warrant for Antonio Agnew, regarding the above listed charges, after Agnew refused to cooperate with the investigation by surrendering himself.

Agnew was able to avoid capture for approximately one week. However, on Thursday (August 1), detectives with the Narcotics Division and the Proactive Enforcement Unit located Agnew hiding at his mother’s residence in the 800 block of Bent Cypress Lane in the Lakeshore Villages subdivision in Slidell. As detectives attempted to establish contact with people inside the residence, Agnew ran out the back door and began jumping multiple fences as he fled on foot. A brief foot pursuit ensued, but Agnew was quickly apprehended and placed under arrest. Detectives obtained and executed a search warrant for Agnew’s mother’s residence, where they located and seized marijuana, unlawfully possessed Xanax tablets, Promethazine, an assortment of drug paraphernalia, a Glock handgun, and $2,606.

Agnew was booked into the St. Tammany Parish Correctional Center for his arrest warrant and the additional listed charges:

  • 1 count of L.R.S. 40:969C Possession of a Schedule IV CDS (Felony)
  • 1 count of L.R.S. 40:1041 Transactions Involving Proceeds from Drug Offenses.(Felony)
  • 1 count of L.R.S. 40:1060.13 Sale, Distribution or Possession of Legend Drug Without Prescription (Misdemeanor)
  • 1 count of L.R.S. 40:1023C Possession of Drug Paraphernalia (Misdemeanor)
  • 1 count of L.R.S. 14:108 Resisting an Officer (Misdemeanor)

Thursday (August 1) afternoon, detectives with the St. Tammany Parish Sheriff’s Narcotics Division and Proactive Enforcement Unit, were investigating 46-year-old Slidell resident Woodrow Parker, who was believed to be distributing illegal drugs in the Slidell area. After establishing contact with Parker during a traffic stop near his residence in the 34000 block of Bayou Liberty Road, detectives obtained and executed a search warrant at his home.

During their search, detectives located an 11-year-old juvenile, who was left alone at the home, where detectives discovered and seized more than 200 grams of marijuana, 43 grams of fentanyl, 80 grams of methamphetamine, 1 gram of psilocybin mushrooms, tetrahydrocannabinol (THC) Wax, an assortment of drug paraphernalia, $9,900 and two stolen handguns. Their investigation led detectives to believe the cash from Parker’s home, and cash found on his person during the traffic stop, was derived from drug sales. The total amount seized was $11,376.

The juvenile was released to a family member, and detectives contacted the Louisiana Department of Children & Family Services in regards to the investigation.

  • 1 count of L.R.S. 40:966C Possession of a Schedule I CDS (Felony)
  • 1 count of L.R.S. 40:967A Distribution/Possession with the Intent to Distribute Schedule II CDS (Felony)
  • 1 count of L.R.S. 40:967A Distribution/Possession with the Intent to Distribute Schedule II CDS (Felony)
  • 1 count of L.R.S. 40:102 Possession of Drug Paraphernalia (Misdemeanor)
  • 1 count of L.R.S. 40:1041 Transactions Involving Proceeds from Drug Offenses (Felony)
  • 1 count of L.R.S. 14:91.13 Illegal Use of a Controlled Dangerous Substance in the Presence of Person Under the Age of Seventeen (Misdemeanor)
  • 1 count of L.R.S. 14:95E Illegal Carry of Weapons in Presence of CDS (Felony)
  • 1 count of L.R.S. 47:536 Violations of Registration Provisions (Misdemeanor)
  • 1 count of L.R.S. 47:501 Owner to Secure Registration (Misdemeanor)
  • 1 count of L.R.S. 32:52 Driver must be Licensed (Misdemeanor)

On Tuesday (July 30), detectives with the St. Tammany Parish Sheriff’s Narcotics Division and Proactive Enforcement Unit executed a search warrant at a residence in the 38000 block of North 3rd Avenue in Slidell as part of an ongoing investigation into 55-year-old Slidell resident Kenneth Cousin.

During a search of Cousin’s home, detectives discovered and seized approximately 20 grams of crack cocaine, 10 grams of marijuana, four firearms, drug paraphernalia, and $3,350. As a result of these discoveries, Kenneth Cousin and his 56-year-old wife, Lolita Cousin, were both arrested.

  • 1 count of L.R.S. 40:966C Possession of a Schedule I CDS

Lolita Cousin was issued a summons for 1 count of L.R.S. 40:966C Possession of a Schedule I CDS
